MONDAY SEPT 22 MITCHELL COUNTY COMMISSIONERS MEETING

Mitchell County Commissioners

Monday, September 21, 2014

By Terry Bailey

The Mitchell County Commissioners conducted their regular monthly meeting yesterday morning. All three commissioners were present as well as the County Clerk.

At the beginning of the meeting it was announced that after interviewing several good candidates for the Emergency Management Director position, the Commissioners selected Rick Horn to fill the vacancy created by Scott Davies resignation a few weeks ago. Horn is currently the editor of the Beloit Call. The start date for Horn is tentatively set for October first. He must give notice to his current employer and arrange for a stable transfer.

Commissioners Mike Cooper and Tom Claussen wanted to inform citizens of Beloit with hail damage who lived on a fixed income that there are at least two government programs that may be of assistance. One program is administered by FEMA and the other by USDA. Cooper indicated that Heather Hartman would be the contact person for those wanting additional information.

Ed Debesis, Emergency Medical Services director requested a fifteen minute executive session to discuss non-elected personnel. At the end of the fifteen minute session, another five minute session was granted. When the regular meeting resumed, it was announced that not action had been taken.

The Commissioners considered then approved two Neighborhood Revitalization Grants. One was from Midway Development LLC for a home to be located on Lincoln Street between thirteenth and fourteenth Streets for the amount of two hundred forty-eight thousand dollars. The second request was from Travis and Stephanie Litton for a new home located on lot two at Silver Fox Estates in the amount of three hundred fifty thousand dollars.

Larry Emerson, Public Works Director, gave the Commissioners his weekly update. He told them they should finish road sealing early this week and then crews will begin mowing the roadside ditches. Road crews had been working on blading the township roads but many are still muddy which complicates their efforts.

Emerson reported the new truck driver started work on Monday. They hope to get some rock hauled for the Asherville project to being stabilizing the river bank. The Commissioner noted that the retirement reception held last week for retiring employees was a well-organized and well attended get together.

A response has been received regarding the causeway guard rail grant application. Emerson said he received a document that was twenty three to twenty four pages long with requests for additional information. This information needs to be available to the representatives when they arrive for the inspection. Most of the requested information will be collected on –site at the time of their visit.

Brian Streit spoke at length with the commissioners regarding repair of the Courthouse and Law Enforcement Centers roofs. Much of the discussion centered on the cost and quality of shingles to use to repair the hail damage. Generally, the higher the quality of the shingle, the greater the cost. Because of the height and steep pitch of the courthouse roof a crane will be needed to repair parts of roof, especially the bell tower.

A potentially volatile topic emerged regarding the flag pole at the top of the bell tower. Many years ago, the flag pole was used to fly the flag above the courthouse. Currently the flag pole is not used for its intended purpose. As it is now, the flagpole’s entry point into the building allows rain and snow an entry point into the courthouse. Talk and consideration was given to the possibility of removing the flagpole from its current position on the roof of the courthouse and capping the current entry point making the bell tower more weather resistant. The commissioners hoped their constituents could make their wished know regarding the removal of the flag pole from the top of the courthouse.

Having addressed all the items on the agenda, the Commissioners adjourned the Meeting. No Commissioners meeting will be held on the week of September 29.
