MONDAY JAN 25TH MITCHELL COUNTY COMMISSIONERS MEETING

Mitchell County Commissioners

Monday, January 25, 2016

By Terry Bailey

The Mitchell County Commissioners conducted their regular weekly business meeting at the Courthouse on Monday, January 25. All Commissioners were present as well as the County Clerk.

First on the agenda was the Noxious Weed Superintendent, Stan Deneke. Deneke presented the Commissioners with two end-of-year reports detailing the activities in his office throughout the year. These documents were of considerable thickness and will be forwarded to the State Department of Health and Environment

Deneke said in his spraying throughout the year his main target is broadleaf weeds. During the regular course of events this leaves native grasses such as bluestem and buffalo grasses, along with brome grass, untouched and undamaged. On rare occasions when he sprays particularly problematic areas he has to adjust the chemicals to destroy the weeds but it might have some effect on the grasses. The damage is usually very slight and happens very infrequently, but it does happen.

The Commissioners had two resolutions before them. Resolution 1-16 addressed the waiver of the GAAP accounting procedure for the 2015 audit. The Commissioners passed this Resolution unanimously.

Resolution 2-16 formalized the terms of office and the dates for the beginning and ending of terms for the Hospital Board of Directors. This resolution was also passed unanimously.

The Commissioners recessed into a five minute executive session to discuss non-elected personnel. No action was taken as a result of that closed session.

Larry Emerson, Public Works Superintendent, was present to discuss snow removal doing the recent snowstorm of last week. It was the general consensus that the operation was conducted smoothly. Emerson noted that he has three new men operating the snow removal equipment who had never done so before. He was happy with the speed the new workers picked up the job.

The Commissioners and Emerson spent considerable time discussing the eway project. This is a program that provides a recycling alternative to the dumping of computer parts into County landfills. The eway vendor parks a trailer at a convenient location and when people need to discard old keyboards, monitors, and towers the simply toss them into the trailer rather than dumping them in the landfill. There are trace amounts of semiprecious metals in the computer circuitry. When large numbers of these circuit boards are collected, there is some financial gain for the eway vendors. Commissioner Tom Claussen said, “It appears as if it is a worthwhile way to keep excess materials out of the landfill and there is some benefit to be gained.” The general consensus was the program has merit and they should carefully consider the possibility.

Courtney Murrow, Mitchell County Health Nurse, was present and asked for a ten minute executive session to discuss non-elected personnel. No action was taken as a result of the closed session.

Having cleared all items from the scheduled agenda, the Commissioners adjourned the meeting.
