The Mitchell County Commissioners conducted their regularly scheduled weekly meeting at the Courthouse on Monday, December 12th. All Commissioners were present. Kathy File sat in for County Clerk, Chris Treaster.

Kelly Hawk, Emergency Medical Services Director stopped by to submit his monthly EMS report to the Commissioners. The ambulance service made 48 runs in the month of November. Thirty eight of these runs were in Mitchell County. Nine of these runs were on Monday. Tuesday, Thursday and Friday had eight runs each. The time period from noon to three pm was the busiest.

Of those transported, 25 were male and 20 were female. The average age of those transported was 60 years old.

Hawk told the Commissioners that this year to date, the EMS has made 560 runs. At this tie last year the EMS had performed 601 runs.

The EMS recorded charges of $38, 076 in the month of November. They received payments from individuals and from insurance in the amount of $15,073. This left an accounts receivable amount of $8,256.

The Commissioners have received a bill of $819 for annual dues to the Kansas League of Municipalities. Because they rarely avail their selves of the service of that organization and because their fees increase every year, the Commissioners voted to not pay the fee and let their membership drop.

Larry Emerson and the department secretary Karm Princ, were present to submit the yearly tire bid. They had received two bids from local vendors to supply the county with vehicle and implement tires for the 2017 calendar year. Thompson Tire submitted a bid of $15,370.46. Asher Creek Tires submitted a bid of $15,251.53. Because the bid from Asher Creek was $120 less than the bid from Thompson Tire, the Commissioners voted to award the bid to Asher Creek. Commissioner Tom Claussen excused himself from the discussion and bid acceptance process.

The Commissioners discussed what to do with the occasional person who brings a limited amount of trash to the landfill. Currently there is an $84 yearly “Farmers Fee” charged to such customers. Princ wanted to point out that there is a fee that the trash haulers charge to take away trash and there is a landfill fee that is charged for the ability to take trash to the landfill.

After much discussion and consideration the Commissioners voted to charge a yearly fee, payable in January, of $140 for those occasional users who bring a limited amount of trash to the landfill. All persons believing they quality as such a user should call the Mitchell County Landfill to make arrangements to be billed for this service and to have their names put on a list of users.

The Commissioner and Emerson talked about the Federal/State fund exchange process. They believed when all is said and done, the County will have just over $200,000 in that fund. They plan to use this money for the Causeway improvement project.

Casey Fraser from Foley Equipment was present to thank the Commissioners for their business in 2016.

The meeting was adjourned so that the Commissioners could conduct their department head meeting.
