BELOIT CITY COUNCIL – Wednesday, May 18, 2022

The Beloit City Council conducted their bi-weekly business meeting to oversee the affairs of the City Wednesday evening, May 18. All Councilors were present with the exception of Lee McMillan and Todd Adolph. Also attending the meeting were Jason Rabe, City Administrator; Katie Schroeder, City Attorney; and Amanda Lomax, City Clerk.
City Administrator Rabe reported that the Solar Farm is almost operational with small adjustments being performed on the hardware and software. A Grand Opening/Ribbon Cutting is scheduled for June 30th. Other cities have been invited to attend the ceremony.
The replacement of the bridges on Circle Drive is nearing completion. Work is continuing on the bases and the bridge segments should be delivered when that work is done.
One lane of the asphalt overlay on the South K-14 road has been completed. Rabe reported that a number of soft spots in the road foundation needed to be fixed before the overlay could take place. A total of three lanes will be overlaid with asphalt.
Neil Phillips represented the auditing firm of Jarrod-Gilmore-Phillips was at the meeting to present the audit report. He gave a very thorough discussion of the important points with the main point being there were no inadequacies noted in the audit report.
Stuart Porter, City Engineer, reported that the "basis of design memorandum" is just about completed. This is a very comprehensive document. Once this is officially accepted by KDHE the design phase can take place.
Ordinance 2312 adjusting the pedestrian crosswalk on North Walnut was accepted.
Ordinance 2313 adjusting the speed limit on North Walnut was accepted.
The Council approved the Notice of Participation for BRIC-2022 Grant application project.
A real estate contract for the property located at 212 N. Mill was accepted.
Due to the extra work performed by the engineers and inspectors on the K-14 project, an addendum to Schwab-Eaton was accepted.
