BELOIT CITY COUNCIL – Wednesday, October 18, 2023

By Terry Bailey

The Beloit City Council conducted their regularly scheduled meeting Wednesday evening, October 18th.
Acting City Administrator Mandi Lomax reported there was nothing to report on the progress of the Water Treatment Plant/Water Line project. She also told the Council that the Solar Farm had another good month of electricity generation.
Emily Benedick said there would be another tour of empty buildings downtown on Wednesday, October 25th. The tour will take place from 5 to 6:30 p.m. She said several of the downtown businesses will stay open during that time.
Benedick reported the NCK Tourism and SVED group are collaborating on a new joint website.
Police Chief Chad Lackey reported he attended the Statewide conference of Chiefs of Police meeting last week in Salina. Lackey said it was a very productive gathering of many veteran Law Enforcement officers. He said the group was addressed by the Kansas Attorney General and the Superintendent of the Kanas Highway Patrol.
One topic of discussion was legalization of marijuana in Kansas. Lackey said the states surrounding Kansas in which medical marijuana was legalized reported many problems with having done so. There appears no push for any legalization of marijuana in Kansas for the next legislative term.
Lackey reported a training that will soon take place in our area. A NAR-KAN training will take place hosted by the Mitchell County EMS and will be offered to key individuals in our community. If all things go as planned, NAR-KAN treatment kits will be available in the Beloit community for the 2024-25 school year.
Lackey reported that the Beloit Police Force will be participating in the Trunk-Or-Treat program at the Zion Lutheran Church on Halloween night.
Finally, Lackey displayed a mock-up of the advertising flyer to be used for recruiting potential officers for the Beloit Police Force. He said it was not final, but the Councilors were impressed by the draft design. He will report back for final approval.
In formal actions, the Council approved:
The Personnel Policy Amendment
Public Comment Policy
South Mill Property Purchase
Wayfinding Proposal
SVT yearly appropriation
Water Budget Amendment
RWD #1 Contract Agreement
RWD#3 Contrack Agreement
Authorization to purchase a used snowplow/dump truck
