It appears there was a mis-understanding Tuesday night April 17th at the Beloit City Council meeting....At the beginning of the meeting...

Outgoing mayor Becky Koster was saying goodbye to city council members and as she made her way around the table shaking hands...

She came to Councilman Rick Brown...shook hands..A comment was made by Brown and Koster slapped Brown on the head.

Brown later made an assault claim to Beloit Police.

KVSV spoke with Mitchell County Attorney Mark Noah this morning...Noah said he has reviwed the police report and has reviewed

the video of the Beloit City Council meeting....No charges have been filed yet...but are possible.....According to Noah...Koster did apologize to Brown

over the phone...Noah also stated that an apology letter from former Mayor Koster will be in tonight's edition of the Beloit Call....

Noah said he thought this would be a very positive step in trying to resolve this situation.
